in the back pack items there is a button TRANSFER click the button gives you a drop down change it to OUTFITS.
check the wings and hit transfer.
now open the item mall the wings should be on the bottom under the player.
click equip and it will then be equiped.
make sure to check the display box.
now go speek to the man.
